A Local Industry Development Plan (LIDP) details how a supplier will support local industry development if their tender response is successful. An LIDP is a requirement for some HSV tenders.
An LIDP may include, for example, information on local parts manufacturing, labour, ingredients, initiatives, job opportunities, apprenticeships, training and cadetships.
If a service level agreement (SLA) is entered into between a health service and a supplier under HSV agreement and the SLA meets Local Jobs First (LJF) policy criteria, the supplier is required to implement an LIPD.

Where a supplier is the sole awarded supplier for an HSV category, HSV may request an LIPD from the supplier to help assessment value for money.
Local industry development has a 10 per cent weighting in a tender response's overall evaluation.
Suppliers should submit their LIDP to the Industry Capability Network (ICN) via the Victorian Management Centre (VMC) website. Following submission, you will receive a letter of acknowledgement, which you should include in your tender response.
